Land Specialist, Energy, Jakarta Selatan
Key Responsibilities
Site Identification & Screening
– Conduct land scouting and mapping of candidate sites based on project criteria (area,
topography, access, grid proximity).
– Screen sites against spatial planning (RTRW/RDTR), forest area status, overlapping concessions,
protected rice field (LP2B), and land certifiability — in line with land requirements.
Land Verification & Legal Due Diligence
– Verify land ownership documents (SHM, HGB, girik/letter C, etc.) and conduct checks with
BPN/ATR.
– Identify boundary issues, disputes, encumbrances, and other legal or social risks on target sites.
Land Owner Mapping & Engagement
– Identify and map land owners and parcel structures for target sites.
– Build relationships with land owners and secure site access for surveys and assessments.
Negotiation & Acquisition (Site Control)
– Negotiate price, terms, and structure with land owners with high integrity and cost transparency.
– Secure site control instruments — MoU, PPJB, lease/option agreements — with land owners,
progressing to full acquisition as required by the project stage.
– Support land acquisition under HGB certificate in the Project Company’s name.
Documentation & Legal
– Coordinate with notaries/PPAT for deeds and certification processes; maintain complete and
orderly land documentation.
Land-Related Permitting
– Manage KKPR and other land-based permitting processes in coordination with local government
and relevant agencies.
Stakeholder & Community Engagement
– Engage local government, community leaders, and local stakeholders to secure support and
minimize social risk.
– Support internal E&S assessment with on-the-ground information.
Internal Coordination & Reporting
– Coordinate with the Project Coordinator and Civil Engineer on land technical assessments.
– Participate in site visits, land & business assessments, and FS preparation for private (PPU)
projects.
– Provide structured progress reports, acquisition cost tracking, and risk updates to management.
Fieldwork
– Conduct field surveys and ground-truthing of site conditions across various regions in Indonesia.
Requirements
– Minimum 5 years of experience in land acquisition/land clearing, ideally within land-intensive
sectors: energy, infrastructure, mining, plantations, or telecom towers.
– Proven track record of independently closing large-scale (tens of hectares) land acquisitions end
to-end.
– Strong understanding of Indonesian land law: types of land rights, BPN/ATR processes, spatial
planning, and forest area regulations.
– Familiarity with KKPR and land-based permitting processes.
– Strong negotiation skills and sound judgment in reading on-the-ground dynamics.
– Extensive network with BPN, notaries/PPAT, local government, and local stakeholders.
– Able to work independently with strong ownership mentality and initiative, combined with
disciplined reporting.
– High integrity and transparency in managing acquisition costs.
– Willing to travel and work on-site across various regions in Indonesia.
– Minimum Bachelor’s degree or equivalent experience.
– Able to communicate in English (written and spoken).
